Mr. VOEUN Ravy

VOEUN RAVY is a dedicated and accomplished education professional with a strong foundation in English language teaching, educational research, and regional educational development. His academic background includes a Master of Education in Teaching English as a Global Language from Burapha University, Thailand, and a Bachelor’s degree in Teaching English as a Foreign Language from Norton University, Cambodia. This solid academic preparation is further strengthened by formal teacher training and continuous professional development in pedagogy, research, and academic writing. 
 
With over a decade of experience in education, VOEUN RAVY has progressed through a range of teaching and academic leadership roles across secondary and higher education institutions. He began his career as a high school English teacher and ESL instructor, demonstrating a strong and early commitment to teaching and learning at multiple levels. He later taught at Phnom Penh International University and Panha Chiet University, where he also served as Vice-Dean of the Faculty of Arts, Humanities, and Languages. He currently serves as an English Instructor at the National Institute of Social Affairs under the Ministry of Social Affairs, Veterans, and Youth Rehabilitation, where he teaches speaking and listening skills in specialized technical programs.
 
Beyond classroom teaching, VOEUN RAVY is actively engaged in educational research and regional cooperation. Since 2021, he has served as Vice-Head of the Research and Development Division at the Southeast Asian Ministers of Education Organization Regional Centre for Technical Education Development (SEAMEO TED). His research interests include student engagement, ICT skill needs assessment for technical education teachers, and the effectiveness of hands-on learning activities. His scholarly work has been presented at international conferences and published in reputable regional academic outlets. In recognition of his academic expertise, he has served as a peer reviewer for academic conferences and publications, receiving a Reviewer Certificate in July 2025 and a Certificate of Recognition for his invaluable contribution as a Paper Reviewer at the 11th International Conference on Science and Mathematics Education (CoSMEd-XI) 2025, held in Penang, Malaysia.
 
In addition to his academic and research responsibilities, VOEUN RAVY has contributed to major national and international initiatives, including serving as a Liaison Officer and Head of Liaison Officers for ASEAN Summits and Foreign Ministers’ Meetings hosted in Cambodia. He has also worked as a translator and editor for a UNESCO-funded project supporting teacher training for inclusive education. His sustained community engagement includes service with the Rotary Club of Phnom Penh, collaboration with Peace Corps Cambodia, and active participation in youth leadership and volunteer programs. 
 
His professional contributions have been recognized through multiple academic and leadership awards, certificates of appreciation, and international training opportunities, including participation in the AUS4ASEAN program on new technologies in TVET in Australia. With strong multilingual proficiency in Khmer, English, and Thai, and proven strengths in teaching, research, coordination, and academic service, VOEUN RAVY continues to contribute meaningfully to educational development, research quality assurance, and regional collaboration in Cambodia and Southeast Asia.
